Kelan County in Shanxi, China is a national-level poverty-stricken area, and Shuiyuguan Township is the most remote and impoverished township in Kelan County. In 2017, the government of Shuiyuguan Township planned to relocate the entire village for poor villages where one side cannot support the other.
